So hopefully I don't need to thoroughly expain why this card has the potential to be nuts. First, if you're in black, guess what happens when you put Go for the Throat or  Doom Blade on the scepter. You have your instant speed removal for as long as you control the scepter. Basically any of the great 2 drop instants can be infinitely copied. Infinite removal? Yeah I'd take that.  

Or you could always go next level and put an abeyance under there....yeah read the card...yes it is a soft lock for spells on the opponent of your choice, while you draw an extra card every turn!

angel's-grace is another great one to prevent you from losing the game.  Blessed Reversal makes many of your opponents attacks pretty poor, the list goes on and on, but we all know what Trevor would put under his Scepter...good ol' counterspell!
